ANPR for Russia

Russian License Plate Format

Current Russian plates display black text on white background (both front and rear), measuring 520×110mm. The system uses only 12 Cyrillic letters that resemble Latin characters (А, В, Е, К, М, Н, О, Р, С, Т, У, Х) for international legibility. The rightmost section contains a regional code and RUS country designation with an optional Russian flag (since 2013, owners may order plates without the flag).

Special Plate Types in Russia

Police

Blue background with white text, format LNNNN. The letter indicates the police branch and may vary by city (e.g. in Moscow: A traffic police, У patrol, O dog service). No flag displayed.

Diplomatic

Red background with white text, no flag. First three digits identify the embassy. Ambassadors’ cars use the code plus CD and a digit, diplomats use D with three digits, and administrative or technical staff use T with three digits.

Military

Black background with white text, non-reflective. Formats NNNN LL [NN] for vehicles and LL NNNN [NN] for trailers. The right-side digits identify the military district, service branch, or federal body (e.g. 14 Railway Troops). No flag.

Public Transport

Yellow background with black text, format LL NNN [RR] (2 letters + 3 digits + regional code). Since such vehicles are relatively few, regional codes change infrequently; Moscow still uses code 77. No flag included.

Trailers

White background with black text, format LL NNNN [RR] (2 letters + 4 digits + regional code). Colors similar to standard passenger vehicles. May include flag.

Motorcycles/Mopeds/Scooters

Square reflective plates (190×145mm since 2019), format: NNNN (top row) + LL (bottom row) + regional code. Updated standard includes Russian national flag option. No flag on older versions.

Temporary and Transit

Glossy laminated paper with holographic sticker in upper left corner. Same format as standard plates. Export vehicles include Т digit in left part of plate.
