Romanian License Plate Format

Romanian license plates have black characters on a white background in the format CC 12 ABC (counties) or B 12/123 ABC (Bucharest). On the left is the blue EU band with 12 stars and RO. Standard size is 520×110 mm. The system dates from 1992, with the EU stripe added in 2007. Plates use the Latin alphabet and DIN 1451 font. The letter Q is never used; combinations starting with I or O, or repeats like III/OOO, are forbidden. Numbers and letters are usually random, with limited customization available for a fee. Plates are reflective, must be clean and visible, and are required front and rear (rear only for motorcycles). A round technical inspection sticker is usually placed on the front plate.

Special Plate Types in Romania

Short-term Temporary

Red text on white background, EU stripe, county code + 3–6 digits. Valid up to 30 days (renewable to 90). Used temporarily for vehicles regardless of condition, often by leasing or rental companies. Test version has 3 digits and the inscription PROBE.

Long-term Temporary

Black text on white background, EU stripe + county code + digits (never starts with 0), red vertical strip on right with validity end date in YY/MM format, format B 147093 with date strip, used for foreign nationals with temporary residence and leased vehicles

Diplomatic

Blue text on white background without EU stripe. Formats: CD, TC or CO + 6 digits. First three digits identify the country or organization, last three indicate rank. CD plates grant diplomatic immunity. Some countries have multiple codes due to a high number of vehicles.

Electric Vehicles

Green text on white background instead of black, same format as standard (CC 12 ABC), EU blue stripe, size 520×110mm, exclusively for electric vehicles to distinguish from gasoline/diesel

Armed Forces

Format A followed by 3-7 digits (A for Armată/military), may or may not include EU stripe (older regulations predate 1992), starting number 100 (numbers under 10,000 reserved for cars), format MAI 2597

Ministry of Internal Affairs

Format MAI followed by digits, typically used by Gendarmerie, Romanian Police, emergency response units, some SMURD ambulances. Not issued to local police (use regular plates)
