ANPR for Norway

Norway’s License Plate Format

Norway’s vehicle registration plates are maintained by the Norwegian Ministry of Transport and Communications. The current alphanumerical system (two letters followed by four or five numbers) was introduced in 1971. Plates display the registration number which identifies the vehicle and serves as a legal permit for its use. The registration number stays with the vehicle’s chassis and cannot be reused even after scrapping or export. Plates feature a blue nationality stripe with Norwegian flag and “N” code since 2006.

Two-letter prefix indicates first registration location (e.g., DA-DZ Oslo, RE-RY Stavanger, SN-TE Bergen, VD-VV Trondheim);
Prefix stays with vehicle regardless of ownership or location changes

Special Plate Types in Norway

Commercial/Trade Vehicles

Green reflective background with black text, format AA nnnnn (2 letters + 5 digits), for vehicles with one seat row and cargo space (140×90×105cm minimum), lower taxation than standard plates (e.g., DA 12345)

Non-Public Road Vehicles

Black background with yellow text, format AA nnnnn (2 letters + 5 digits), for approved vehicles never driven on public roads (logging, mining equipment, snowmobiles, airport/port vehicles), tax exempt; used on Svalbard per Svalbard Treaty (e.g., DP 70231)

Rally/Competition

Black background with white text, format AA nnnnn (2 letters + 5 digits), for rally and competition cars, legal for road use to/from training/events with NMF license and club statement, insurance and road tax required, no import tax (e.g., AA 12345)

Dealer/Trade

Red background with white text, format AA nn (2 letters + 2 digits), assigned to car dealerships for ferrying/test driving, movable between vehicles; format AAA nn since mid-2015 (centrally issued) (e.g., DA 12, ABC 12)

Electric Vehicles

Black text on white background, prefix EL, EK, EV, EB, EC, ED, EE, EF, EH, EJ, EN, EP, ER + numbers, for all-electric vehicles (not hybrids) to enforce zero-emission privileges; E_ prefix series continues as needed (e.g., EL 12345)

Export/Tourist

White background with black text, red left/right borders, format nn nnnnn nn (2 digits + 5 digits + 2 digits), no letters, month/year expiry written vertically on red borders (e.g., 00 12345 00)

Temporary Testing

Red background with black text, format AAA nnn (3 letters + 3 digits), stickers for unregistered but roadworthy vehicles, prototypes, issued daily at NOK 310/day, date printed right of number (e.g., DA 123)

Diplomatic Corps

Blue background with yellow text, format CD nnnnn or CD nnnn (CD + country code 2 digits + 3-4 digit sequence), for foreign embassy/consular vehicles, tax exempt; first two digits identify diplomatic mission (e.g., CD 12345)

Personalized Plates

Black text on white background, format 2-7 letters/digits (any combination), available since 2017 for Class A/E vehicles, NOK 9,000 fee for 10-year exclusive use, excluding offensive words, phrases, trademarks (e.g., PERSONA, PS)
