Montenegrin License Plate Format

Montenegrin vehicle registration plates feature black characters on a white rectangular background with a blue EU-style stripe on the left side. The current format was introduced on June 6, 2008, replacing the Yugoslav SFRY-era system, and aligns with the common European Union standard. Standard car plates measure 520×110mm, while motorcycles use a different format. The design includes Montenegro’s international automobile code “MNE” in the blue field on the left, followed by a two-letter municipality code, the national coat of arms, and a registration number typically consisting of two letters and three numbers. Custom plates with personalized letter-number combinations are available for purchase. The system provides unique codes for all 24 municipalities in Montenegro, including ten that were previously absent from the old Yugoslav system.

Temporary Plates

Black text on white background, format LL + coat of arms + RP/YY NNN, where RP (stacked vertically) indicates temporary registration, YY is the year, followed by a 3-digit serial (e.g., HN-R1/P0-097).

Oldtimer/Vintage

Black text on brown background, format: LL + coat of arms + OT NNN (municipality code + coat of arms + “OT” + 3 digits), only issued to certified vintage vehicles that have passed thorough inspection

Diplomatic Press/Economy

Black text on white background (standard colors), same diplomatic format NN(N)-L-NNN, for foreign press agencies, cultural representatives, and company offices (e.g., K Ö 90 P 001)

Diplomatic Corps

Yellow text on white background, format NN(N)-L-NNN (2–3-digit country/organization code, 1-letter status, 3-digit serial), no municipality code or coat of arms (e.g., 53-A-002).

Agricultural Machinery

White text on light green background, format: LL + coat of arms + LL NN (municipality code + coat of arms + 2 letters + 2 digits) (e.g., PG-AA 02)

Police

Blue text on white background, same format as standard plates with municipality code and coat of arms (e.g., P-PG009)

Military

Green text on white background, same format as standard plates with municipality code and coat of arms

Oversized Vehicles

Red background with white text, for trucks and vehicles too large for some smaller roads

Taxi Services

Special second letter pair “TX” regardless of region (e.g., PG TX123, KO TX456)
